Matinian Law on the Police Senators, As we have mentioned in the debate on Senator Fabianus' policing reform proposal, the best police is a trustworthy police. In the Republic our police forces are designed to move away from professional policing, specifically the rigidity typical of paramilitary organizational structures, promoting instead flexible and effective solutions to crime as well as citizen participation in policing. Decentralized "community policing" allows our armed forces to effectively address problems at the community level, while guided discretion allows our police officers greater flexibility in approaching and solving crime issues, moving far beyond reactive policing that focuses excessively on just "catching the bad guys" and thus proves to be a temporary fix to a chronic problem. In order to complement community policing and guided discretion and implement policing by consent, we once again call for the reintroduction of police conscription. Under this proposal law enforcement shall be considered an additional service branch to which conscripts can be recruited, in addition to mandatory military or civilian service, after a period of training. The number of recruits to law enforcement shall be based on the individual's preferences and on the manpower needs of all service branches. Policing shall continue to function in a decentralized community-oriented manner, enabling conscripts to establish and maintain close ties to the communities which they serve, address any problem the community may encounter, and establish mutual trust and respect between citizens and law enforcement.
