1.) The Act will only come into force if the Congress of the United States has Declared a State of War. 2.) During Wartime all Men and Women, upon their 18th birthday must register with the Bureau of National Service 3.) Every Year 150,000 name will be drawn from those that have submitted their names to the Bureau of National Service. 4.) Upon the Conclusion of Wartime Hostilities are Wartime Conscripts will be immediately offered an Honourable Discharge Should they wish it. |

Message | Madam Speaker, We are concerned as to how this legislation would be perceived by other nations, particularly our neighbours. It would give the impression we are preparing war, which we should not be - and which we are not. All in all, the effect of this bill would be to create a lot of expensive and wasteful bureaucracy, whilst also potentially undermining our relations with other countries.
