The innovation system is a system (a unit) consisting of a set of actors, institutions, networks, partnerships, interaction relationships and productive processes that influence the direction of development and the speed of innovation and diffusion (including technology and good / best practices) and the learning process. Thus the innovation system actually includes knowledge and technology (including educational activities, research and development activities, and engineering), production bases (including value-added activities for meeting business and non-business needs and the general public), and utilization and its diffusion in society and the growing learning process.

Innovation systems are increasingly being discussed, especially in the past two decades. A lot of empirical evidence shows that companies, regions or countries that succeed in the socio-economic field are apparently supported by a growing and strong innovation system.

Indeed, there is (at least not yet) a "widely accepted agreement" about the notion of the term innovation system. Every expert or party that uses this term defines each other's understanding of the innovation system. But if examined, most of the literature uses it for the same purpose and shows the understanding of the system (system approach). This system approach is intended both in understanding the construction of the objects in question, as well as in reviewing the issues and policy implications (which are usually referred to as innovation policies).

At the national level, innovation systems are called national innovation systems. While at a narrower (regional / local) level, innovation systems are often called regional / local innovation systems. In addition, in special contexts such as certain sectors or industries, the innovation system approach often uses the term sectoral / industrial innovation system.
