| = = = = = = = = = = IGLESIA MAYOR, 4485 = = = = = = = = = = = DECLARING A NATIONAL POLICY TO IMPLEMENT REFORMS MANDATED BY THE PEOPLE PROTECTING THEIR BASIC RIGHTS, ADOPTING A PROVISIONAL CONSTITUTION, AND PROVIDING FOR AN ORDERLY TRANSITION TO A GOVERNMENT UNDER A NEW CONSTITUTION ================================================= WHEREAS the downfall of the Dranian Federation, an age of incognito colonial corporate despotism, paved way for the restoration of peace and for the rediscovery of its lost national identity. WHEREAS the whole nation is put under a comprehensive transitional period to ensure a smooth flow of nationwide politico-governmental restructure and monarchical reinstitution, requires a central legal code that shall serve as the supreme law of the land until the time that a new constitution shall be promulgated and put to mandate to ensure the protection of rights and responsibilities defined by the past constitution and by-laws and by the Terran law. THEREFORE, I, Kimberly Lee, the Prime Minister of Dankuk, do hereby promulgate the Provisional Constitution of the Transitional State of Dankuk. ================================================= = = = = PROVISIONAL CONSTITUTION OF DANKUK = = = = SECTION ONE. Until the Constitutional Commission, appointed by the Transitional Government, drafts the New Constitution, shall the National Transitional Council temporarily exercise legislative power. SECTION TWO. The President of the Transitional Government shall take charge, together with the Prime Minister of the Transitional Government and the Speaker Pro-Tempore of the National Transitional Council, the reorganization of the state mechanism and the reinstitution of monarchichal institutions. SECTION THREE. In case of vacancy of the post of the President, the Prime Minister or both, the Cabinet shall exercise its powers collectively. SECTION FOUR. In case of any vacancies in the National Transitional Council, the President, the Prime Minister and the Speaker Pro-Tempore with the Cabinet, shall pick a filler through sortition. SECTION FIVE. All incumbents appointed and elected before the transitional phase shall retain their positions until further notice. SECTION SIX. Funding in the transitional period shall be changed and shall the legislature convened by the New Constitution shall decide to either retain or change the funding system. SECTION SEVEN. All laws shall be declared null and void, except for laws that guarantee basic and fundamental rights accoeding to international law. SECTION EIGHT. This decree shall be deemed effective upon the promulgation of the President, by signing this into law. |
