Bill: Educational Reforms Act of 4489

Details

Submitted by[?]: Social Democratic Party of Kalistan.

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: September 4492

Description[?]:

1. The tight and heavy regulations which the government subjects private establishments to is a breach of their autonomy(since they must have their own standards regarding pre-education which may be based upon national standards) and also destroys any enterprise or zeal to invest in the field of education. These regulations( vague as they are) restrict any form of reform or "out-of-the-box" thinking and renders private establishments powerless. As such we propose that private establishments [which include as this bill lays down:
(i) Schools opened by individual or a group of individuals voluntarily and honorarily;
(ii) Schools opened by NGOs
(iii) Schools opened by private companies or business organizations]
be completely free of any restriction and thus be provided with the platform of modernizing themselves and ensuing a healthy competition. This is in relation to pre-educational schools but any amendment(S) are welcomed.
The national standards for the nurseries are:
1. Providing elementary education( which covers literacy or the ability of reading Luthorian and/or a language of their parents' choice, and an ability to recognize some vegetables and fruits and so on)
2. Taking good care of the children and not resorting to corporal punishment
3. Imbibing morals like honesty, respect and kindness.
Further reforms are welcomed, moreover if they concern a the application of this bill in a broader platform.

MessageThe Socialist Party would rather maintain the current system owing to the dual economy, creating a day care system for those who need one but maybe can't afford one, while protecting a private sector role in day care provision. The regulatory issue is not resolved by full nationalization.

Random fact: In cases where players introduce RP laws to a nation and then leave, Moderation reserves the discretion to declare the RP laws void if they appear to have fallen into disuse. In particular, please bear in mind that a player who is inexperienced with Particracy role-play and has joined a nation as the only party there should not generally be expected to abide by RP laws implemented by previous players who have been and left.
