Bill: OOC: Constitutional and legislative referendums

Details

Submitted by[?]: Clara Aurora - COSIRA

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4505

Description[?]:

I have thought it would be cool to create in our nation something similar to the Swiss constitutional and legislative referendums (https://en.wikipedia.org/wiki/Voting_in_Switzerland#Legislative_referendums) as a way to create a more "democratic Selucia", which is what we pretend to create recreating the Roman and Greek cultures. Of course, most of them won't be RPed (or RPed as simply refused) but some of them may be interesting. What do you think?

MessageSounds like a cool idea, but how do we implement this without conflicting game mechanics?

I was also thinking it would be cool to allow the Rector to initiate referenda on constitutional matters, treaty ratifications, or territorial reorganization. It would be useful to have a pre-determined procedure for how a referendum should be conducted, like what happens if not all parties provide their percentages.

MessageI was thinking that it might be done with proposals that are not present in the current laws, so there would be no conflict. So for example, a referendum regarding the requirement of all public places to provide better access for people with disabilities. Maybe some other referenda that require game law changes (like same-sex marriage) can be RPed to, but it would require a previous agreement and consent among all parties.

I also like that idea, and we can work on how to celebrate these referenda

MessageSounds good, we could mention in the RP law that "popular initiatives" (or however we call them) cannot contradict existing legislation, to make sure game mechanics stay in place.

I was thinking the Senate and the Rector should also have the power to initiate referenda, on any topic. And to make sure the referenda don't contradict game mechanics, we can say that the referendum is not valid until it is formally implemented into law by the Senate.

If you want I can start working on an RP law covering these.

MessageSo we could divide them in "Rectoral referenda", "Senatorial referenda" and "Popular referenda", the last one being populare proposals that gathers at least, for example, 1 million sigatures?

I also like your proposals so yeah if you can you can start working on a draft and we can add changes to it, thanks!

MessageAlright I made the bill. How does it look?

I thought it would make sense for the player that organizes the referendum to be able to determine the missing percentages. Last time we had a referendum we ended up with 6 million "missing" voters.

MessageSounds great, especially bc we always come up with a party that ends up not taking part.

I'd also increase the amount of votes needed for a popular referendum since we have more than 99 million citizens, 500,000 signatures seems a bit low for me
