Whereas, The Canrillaise Federation (Kanjor) has nationalized the property of Kalistani Investors (http://forum.particracy.net/viewtopic.php?f=17&t=84&p=143235#p143235), and Whereas, Kalistan recognizes the right of a sovereign nation to nationalize, and Whereas, Nationalization violates the principles of enforcement of contracts which serve as a necessary foundation for foreign trade, and Whereas, the remedy for nationalization is compensation for expropriated assets, and Whereas, independent valuation of expropriated Kalistani assets is somewhere between 65 Million and 100 Million Kalistani Rubles, and Whereas, The President of the Republic has asked that this matter be resolved by the Assembly peacefully, while still asserting Kalistani claims to compensation, Therefore BE IT RESOLVED, BY THE NATIONAL ASSEMBLY OF KALISTANI DEPUTIES THAT 1) The Government of Kalistan should consolidate all claims by Kalistani Nationals against the Government of Kanjor and resolve those claims directly from the National Surplus. 2) The Government of Kalistan then, as the owner of the debt, should seek to subrogate the National Claim from the Government of Kanjor in the form of 10 year Kanjor Treasury Bonds at whatever the KNB rate of interest is when the matter is resolved and the bonds are issued. Kanjor may opt to buy the bonds back early and will not incur a penalty. 3) The Government of Kalistan should be willing to entertain alternative methods of compensation from the Government of Kalistan and be willing to negotiate a satisfactory settlement of the grievance. 4) Should the Government of Kanjor not be willing to offer compensation, the Government of Kalistan will then consider punitive sanctions, including trade embargo, seizure of Kanjori assets in Kalistan, both real and financial, and diplomatic sanctions. Sanctions will continue until one of the following occurs: Kanjor is willing to negotiate a mutually satisfactory settlement of the matter with Kalistan, or damage to the Kanjori economy equivalent of the value of the assets plus ten years of interest has been done to the Kanjori economy. The goal of sanctions is to ensure that Kanjor comes out net neutral for their actions. 5) The Government of Kalistan encourages Kanjor and all nations to discuss compensation with Kalistan before future expropriation, so that we may concede to their right to expropriate, but we can also ensure that our interests are protected. The Socialist Party is directed to leave this act open until other Parties have had an opportunity for comment, or for 6 months, whichever comes first. |

Message | We deem such behaviour as an act of trying to curb the influence or economic independence of Kalistani industrialists and proprietors, and nationalization of our assets by Kanjori is really unacceptable. Not only is this a means of stealing our property(and subsequently a stealing of all our capital that had been invested by our government(financial and logistical capital),it will also cause us to lose a huge chunk of foreign money. As suc, we will treat this an an 'Act of Stealing' and not respecting our sovereignty and friendship. |

Message | Deputies to the National Assembly: I address you today to update you on the Kanjori Expropriation. The Government of Kanjor has responded by compensating the Republican Bank for lost investment to the tune of 65 million KRB, paid out in 5 year T-bonds, at 1.5% interest compounded quarterly. http://classic.particracy.net/viewbill.php?billid=587870 This Bill has passed, and the Finance Minister reports that the Republican Bank is in possession of the required amount of Kanjori Treasury Bonds in the requisite sum.
