Message | We can concur. While banning the use outright is strategic suicide, we can concur with the need to maintain a strategically advantageous moral high-ground whereby we advocate a no first-use policy. |

Message | Biological and chemical weapons aren't the only means to fight a war ... OOC: In real wars, biological and chemical weapons haven't been used much at all. As far as I know, this only happened in World War I, and we saw how much it helped them ... And I'm talking about wars; fighting against your enemy, not the mass murder of civilians with chemical agents. |

Message | Another point is that when biological and chemical weapons were deployed first in a war, they provoked more hostility and resistance than actually being effective in disabling the enemy. We also remember all those nations that used them in wars first, as ruthless, and also most often the losers of the war. (OOC: This might have something to do with the fact that the countries that used them were the aggressors.) OOC: Apparently, they were also used a little bit in World War II and some colonial wars, but never really on a wider scale, for fear of retaliation. |

Message | The fear of retaliation remains with the option that we have unhindered use of all military options. If we start to narrow these options, that fear disappears and the enemy will have better strategy knowing they are able to make a first strike instead of not knowing whether we will make a first strike or not. |

Message | The fear of biological and chemical RETALIATION is unhindered by this bill. What is hindered is the premise that we strike first with such weapons. An effective deterrence is still maintained under this legislation which is why I can support it. |
