This is an tough policy to look at reforming. Given the limited state spending on Health and Social Services matched against the services that the government is committed to providing we propose to Parliament that small savings could be made by limiting child support payments to those families that actually need them. While the principle of universal benefits is a noble principle it seems unwise to commit funds to families that do not require them. We'd anticipate the Ministers of Health and Social Services and Finance to incorporate any legal changes into their next budget. The National Party would recommend that the higher tax bands would no longer receive such benefits, but would leave it to the government to implement.
