Members of the Grand Council,

This bill proposes to reform the 4488 Restoration of Democratic Processes for Landowners and Citizenship Act (http://classic.particracy.net/viewbill.php?billid=587302). The major change is to reduce the wealth qualification for the franchise from ownership of "large estates (within excess of 2 million VAN)" to "assets in Vanuku worth over 1 million VAN".

The proposed amended version of the bill reads as follows:

"Article 1 - Members of the nobility are permitted to submit a political party to be officially registered in order to be allowed to compete in local and national elections.

Article 1a - Parties will not be allowed to be registered if they are based on the principles of a dangerous ideology, these include anti-monarchist ideologies such as communism and republicanism, or are affiliated with socialist or workers' movements that have not received government endorsement to operate;

Article 2 - Those with assets in Vanuku worth over 1 million VAN will be granted electoral suffrage and may vote to elect the national and local parties of their choice. Only members of the nobility and people entitled to vote may stand for election to public office.

Article 3 - The Grand Council has the right to immediately repeal these democratic rights if it is deemed they have led to an endangering of the Kingdom.

In order for this bill to be considered by my government the following amendments are required:

- Article 1 be removed completely and replaced with the wording that appears in Article 1b of the existing bill i.e "no commoner may register a party - this is a privilege of the nobility ". I have seen no evidence that any party established by any other than the well-informed, well educated and well-meaning noble families of Vanuku could be in the greater interests of the Kingdom;

- An expansion of Article 1a to take into account the recent events involving Socialist associations in Vanuku. Thus it will read: "Parties will not be allowed to be registered if they are based on the principles of a dangerous ideology, these include anti-monarchist ideologies such as communism and republicanism, or are affiliated with socialist or workers' movements that have not received government endorsement to operate;

- we would also like to see the phrase "in all circumstances prospective parties must be first vetted by the government and the Prefect before being allowed to register" added into Article 1, to reinforce how seriously we take our security commitments when considering the establishment of new parties.

- Regarding Article 2, the first clause is fine i.e. "Those with assets in Vanuku worth over 1 million VAN will be granted electoral suffrage and may vote to elect the national and local parties of their choice."

The second clause is not acceptable and we ask for "However, all citizens may stand for election, even if they are not entitled to vote " to be removed.

Article 3 is fine and a wise move to counter any revolutionary tendencies.

The government has made a big concession here in terms of extending suffrage to many, many more people. In terms of the other amendments, we could, of course, propose this revised bill ourselves but it is better for everyone if it is seen that the opposition promotes and endorses this and that we are as one voice on vital constitutional matters. This will end any hope for the radicals and revolutionaries that they have a friend with a voice in the corridors of power.

I ask for one more change to the second clause of Article 2 - rather than "However, only members of the nobility may stand for election to public office." perhaps "Only members of the nobility and people entitled to vote may stand for election to public office.".

This will give us a broader scope of people eligible to stand for election and to feature in parties that can be registered by the nobility but steers away from allowing those without the vote from standing.
