Given the low levels of Health spending in Hutori (4.7% of GDP) we propose that in order to maximize health care provision across the country we allow a greater role for private health care provision. By expanding private health care coverage this frees up resources to be used by the state health care provider, which would have the effect of increasing health care provision for poorer citizens as wealthier citizens potentially move to using private care. Health care demand stays the same but the supply of health care would increase. |

Message | Mr Speaker, I am aware that this proposal could generate a degree of hostility if seen as an attempt to undermine the provision of free health care. This is in no way designed as a step to remove free health care provision. It is a recognition that sadly health care is poorly funded in Hutori and that if we were to bring in a greater role for the private sector that this would have the effect of providing greater health care coverage for all, while freeing up spending within the state provider for the benefit of poorer citizens.
