Mr Speaker,

I'd like to introduce the 4501 Budget for the Commonwealth of Hutori, which seeks to improve funding across the board for science, schools, and services. As the new Minister of Finance, I was able to review our fiscal position and I came to the shocking realisation that we have ~$67 billion Lira sitting away for no practical purpose when it could be assisting average Hutorians to live better lives. As a result, our government seeks to put this to good use by providing further incentives for our booming economy, particularly in the tourism and manufacturing industries, and educating the leaders of tomorrow.

If this Budget passes, we will still have a surplus of almost $20 billion, which is more than enough to support any further ambitions this government seeks to take in the following years of its administration.

Another surprising finding was that our Science & Technology budget is lacking billions of necessary funding. It currently requires $5.75 billion for the Hutorian Security Establishment for Communications, $55 billion for the Hutorian Space Exploration & Research Agency, and $7.5 billion for the Centre for Viral, Biological & Medical Research, at a minimum and not including any further projects that the Ministry seeks to embark on. If we do not provide these essential funds, our Terra-leading space agency will likely be the first at risk of having to restrict its operations.

Let's work together to further boost our economy and restore the necessary money for the Ministry of Science & Technology.

It is disingenuous for the Socialists to claim they were surprised that the government had generated a surplus bearing in mind the last budget passed shortly before the last election (http://classic.particracy.net/viewbill.php?billid=589282), indeed the Socialists even voted on the proposal, perhaps they didn't understand what they were voting on. Once a new budget had been formulated the Finance Minister planned to amend taxation. However the election, the Liberals changing coalition partners and the Conservatives disbanding ensured that step two didn't happen.
