| His Imperial Majesty, Czar Aleksandar III has called for the formation of a new “White Movement” to spread monarchism throughout the world, combat Communism and Socialism, stop radical and extremist religions and generally combat militant republicanism. The White Movement will be the name for the movement but the White Brigades will be front-like Fighters in the struggle against the enemies of the White Movement. The White Brigades will be given full paramilitary status within Deltaria and any country which welcomes them and makes a law authorizing as such. The White Brigades in each country will be underneath their own reigning sovereign but will loosely lead by the Commander of the White Brigades; appointed by common consensus of the monarchs of the White Movement. This Decree of Czar Aleksandr III and act of the Czarist Advisory Council authorizes the Ministry of Defense, Ministry of the Interior, Ministry of Foreign Affairs and whichever other government agencies to fund, train and assist the White Brigades in their duties.
