Forest management should be partially devolved as local governments should get a chance to manage the forests, local governments are better at providing the security that this forests needs and as such this bill will improve the freedoms of local authorities increasing efficiency over bureaucracy and as well local governments are helped by private bodies in charge of the rest. |

Old value:: There is a national agency which exists side-by-side with commercial forestry companies.
Current: There is a national agency which owns and manages all forest land.
Proposed: Local governments may set up forestry agencies. Where they do not, forestry is on a commercial basis.
