Members of the Grand Council, Until a compromise is reached between the Government and The King I will govern the country through the issuing of executive orders. This secondary legislation does not require laws to be passed and therefore does not require royal consent, simply approval from the Grand Council. I will use my executive powers to close non essential government services, to free up money from the treasury to pay salaries and to continue the day to day governance of the nation. If a security issue or matter of defence is required i will invoke a state of emergency to provide the powers the government needs to protect the nation. In the meantime, I hope to resolve oustanding issues with the King and have suspended a vote on his use of the Royal Veto. Message | Mr. Speaker, The legal department of the Movement of Discontent would like to see the paperwork that supports this.. claim. Executive orders are not mentioned anywhere near the Royal Veto nor close to any legislation regarding the nullifying of a Royal Veto nor using it. As such it seems as this is a false claim as no legislation is exempt from the Royal Veto, it being the highest authority on constitutional legislation in our nation. Message | Members of the Grand Council, Article 4 of the Semi Constitutional Monarchy Act states: "The Prefect oversees the running of the Kingdom and makes all executive decisions with the consent of the Grand Council. The Prefect can be removed by a Motion of No Confidence." Thus the day to day running of the country - using existing laws - may be carried out by a Prefect without the need for new legislation or Royal Approval as long as he has the required support from the Grand Council. If the opposition wishes to challenge this, they will have to go to the supreme court for a legal interpretation of the constitution. But I warn them they will be judged very badly if they force the closing down of the country and people are not paid and essential services not carried out.
