WHEREAS, government works best when it is close to the people, and WHEREAS, many government functions could be performed by local governments, BE IT ENACTED that the following proposals be enshrined in the laws of the Federal Republic of Likatonia: |

Article 1
Proposal[?] to change Food safety policy.
Old value:: The government recommends food safety standards, but they are not enforced upon businesses.
Current: The government introduces, and actively enforces, food standards provisions.
Proposed: Local governments determine food safety standards.
Article 2
Proposal[?] to change Licensing of food sales.
Old value:: The sale of food is unregulated.
Current: Anyone may sell food, but shelf lives of foods are enforced.
Proposed: The licensing of food sale is left for local governments to decide.
Article 3
Proposal[?] to change Health and safety legislation for industry.
Old value:: There are no set health and safety regulations for industry.
Current: The government introduces and actively regulates health and safety legislation in all areas of industry.
Proposed: Health and safety laws are to be determined by local governments.

Old value:: Smoking is legal everywhere, at the discretion of the property owner, and is legal in government-owned buildings.

Proposal[?] to change Closed shops are places of employment where only members of a specific union are allowed to work; union shops can hire non-members, but these have to become members after a certain time; agency shops can hire non-members, who have to pay a fee to cover the unions costs. All three are erected by union agreements. (Only valid if unions are legal)
