Currently, the Republic has a method of obtaining ties, with no practicable method of breaking the tie. We propose a way to acquire a simple majority by increasing the seat count by 25 seats, thereby acquiring an odd number. There are still ways of coming to a tie, with abstentions. But in this way, an abstention will still be counted as a no, and then we will still always be able to produce majorities for or against a bill. A 25 percent increase will not dramatically alter the character of the Assembly. It will simply make it easier to obtain a majority in favor or against a bill. |
