In response to the recent LDP bill which proposes to shutdown all national museums, libraries, and art galleries, the National Conservative Party recommends the creation of an agency which would oversee and ensure the good treatment of all Kalistani historical and art pieces with and without our borders. In the case that the Competition Initiative Bill is passed, this agency will also oversee the sale and transport of all pieces which would be rendered homeless by the CIB.


Charter of the Commission on the Preservation of Kalistani Cultural Pieces

1) The CCP will be put under the control of the Minister and Ministry of Education and Culture.
2) The Commission on the Preservation of Kalistani Cultural Pieces, hereby referred to as the CCP, will be given the fundamental goal of protecting historical pieces significant to Kalistani history and artistic pieces created by Kalistani artists.
2a) The CCP will be given the power to check on all cultural pieces, publicly or privately owned, to ensure their safekeeping.
2b) The CCP will be given the power to establish its own regulations regarding cultural pieces, but must first receive approval from the Ministry of Education and Culture.
3) If a bill is passed that would shutdown public storage and/or display buildings for cultural pieces, the CCP will be given the responsibility to oversee the change in law.
3a) The CCP will conduct any transaction between the government and a private collector regarding the sale of cultural pieces.
3b) If storage and/or display for cultural pieces are ever closed and pieces are left without proper housing, the CCP has the responsibility of making necessary arrangements for their safekeeping until they can be properly archived.
4) The CCP has the power and responsibility to legally procure any cultural pieces not owned by the state.
4a) The CCP has the power to negotiate the purchase of cultural pieces from Kalistani private collectors.
4b) The CCP has the power to negotiate the purchase of Kalistani cultural pieces from foreign private collectors and governments.

MessageWe would like the Authors to amend 3b to allow for archival at public institutions of higher learning, rather than sale to private buyers. The ideal that Kalistani National Heritage should be sold to private buyers is quite repugnant. If that amendment would be made, the SP can vote for this bill.

The goal should be for the Commission should be to remove our heritage from private collections if possible and make it available to the People of the Country. Not to distribute our national heritage to private individuals, where it can easily leave the country untracked.

MessageTo make our line of reasoning for 3b clear, it was written in the thought that it would only be needed if a bill like the CIB was passed and we (As we originally thought) would be forced to sell museum and gallery collections. The amendment proposed by SPoK, as we see it, would circumvent these bills and allow the government take care of our artifacts. We'll make the necessary amendment then proceed this bill to a vote.
