Description[?]:

Article 1 - The Head of State of Wrnukaék Konzknstat (Vanuku) (hereafter known as the Monarch) is the symbolic leader of the nation and will be titled King or Queen of Vanuku;

Article 2 - The Monarch shall represent the Nation, guarantee its independence and is the guardian of the constitution;

Article 3 - The monarchy of Wrnukaék Konzknstat (Vanuku) is hereditary through direct, natural and legitimate descent from the current Monarch by order of absolute primogeniture;

Article 4 - The Monarch has no political power, although is able to offer advice to His or Her government on constitutional matters;
Article 4(a) - A Monarch may renounce the throne voluntarily due to a number of reasons - e.g. ill health, age concerns, family circumstances;
Article 4(b) - A Monarch who is judged to have breached or overstepped their powers and authorities as established through the legal framework of the constitution may be compelled to abdicate in favour of his/her successor. This requires a super majority vote (2/3rds vote) of the legislature;

Article 5: The Head of Government (hereafter known as the Prefect) is the effective and political leader of the nation;
Article 5(a) The Prefect chairs The Cabinet, which exercises executive power and conducts the policy of the Government;
Article 5(b) The Head of Government shall represent the Cabinet and the Government both at home and abroad;
Article 5(c) The Prefect shall be responsible for the conduct of public business and the general government policy and is accountable to the national legislature (hereafter known as The Grand Council);

Article 6 - All primary and secondary legislation passed by the Grand Council may be referred to the Supreme Court who will rule on its constitutionality (OOC: See here - http://classic.particracy.net/viewbill.php?billid=584303);

Article 7 - This bill repeals and replaces the Semi-Constitutional Monarchy Act of 4390 and the Royal Succession Act 4410 (http://classic.particracy.net/viewbill.php?billid=567816 and http://classic.particracy.net/viewbill.php?billid=572862);

(OOC: This is a constitutional RP Law, as governed by Section 6.e. of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088).As this introduces changes to the constitution it requires a 2/3 majority to pass, and it would similarly require a 2/3rds majority vote to overturn or amend it.

The Collapse of the Movement for Discontent brings to an end a sordid attempt to ride roughshod over parliamentary democracy by manipulating the Royal Veto to block legislation in an undemocratic way and to force the royal succession down a different path to favour its own candidate.

It is a shame and a pity that our nation has had several years of an intolerable situation whereby the only way forward has been for the Prefect to govern through executive orders and secondary legislation.

However, it is also clear that in the biggest vote in this country for half a century, the people overwhelmingly back the agenda of the New Conservative Front government and we must live up to that support.

So, we must use our expanded democratic mandate to carry out the sweeping reforms this nation demands.

They are:

The implementation of a full constitutional monarchy whereby the royal veto is removed and royal consent becomes a symbolic act in keeping with a modern democracy; all actual power to recommend the overturn of legislation will, instead, be the remit of the Supreme Court;

- Secondly, amending the Act of Succession so that absolute primogeniture succession replaces the current system. Thus rival factions will no longer have the ability to vie to put their candidate on the throne as has happened over the last few years.

- Thirdly, ensuring no one is above the law, so that if the Monarch acts outside the legal framework of the constitution he/she may be compelled to abdicate.

MessageOOC: I have some concerns about all this since it severely changes the RP I've done over the years. Especially since apparently now the King can be held responsible for his reign? That's unheard of in any monarchy, the monarch should be infallable. Furthermore it seems to me that in the current legal framework this could simply be veto'd, I guess you can then make another bill about a "neutral" committee saying it's bullshit but meh.

Unhappy and disappointed with this course. Sad to see Vanuku go this path.

MessageOOC - You make fair points from you perspective and your disappointment is duly noted; however, I will say this from my perspective:

- The bill transitions the monarchy from semi-constitutional to constitutional monarchy; hardly a severe change and much less of a change than you implemented when you moved from absolute rule to semi-constitutional under the reign of Wrntukai V; this is merely evolution not revolution;

- The current RP was only sparked because The Movement of Discontent (your party) had tried to change the order of succession and stop females inheriting the throne, so the article on absolute primogeniture succession is a natural evolution of the government trying to prevent that - frankly, you only have your in-game self to blame;

- Article 4(b) simply reinforces the game rules i.e a 2/3rds vote can change the head of state, but sets it into a justifiable framework i.e you can RP that the King has been compelled to abdicate in favour of his successor rather than just coldly remove him for, say, a president or other non-assocated HoS. That said, it doesn't matter a jot cos people with 2/3rds of the vote can change the HoS anyway, so I am happy to remove that article and re-submit this bill;

- If you want to prevent change happening - and you care that much - at least be in the country so you can do something about it! Your party had good visibility in certain areas and probably would have gained enough of a block vote to prevent constitutional changes you didn't like, but you quit just before the election - I can't really do much about that;

- Finally, if you really feel this change is 'severe' - and to put it into context please look at some of the 'severe' and unjustified regime change flip-flopping that goes on around the game world - then please feel free to consult moderation or the GRC.

MessageOOC: The only reason I left is because a mod is trying to ruin Jelbania, another nation close to my heart. To compare Vanuku to other nations is frankly unfair, it's always had someone looking out for it except for some invasions of republican players.

Either way your party seems hardcoded to win and with the current limits you put on proposing bills there's no chance any new party ever gets higher than moderate in any category. That partially pushed me away as well.

But don't you worry, soon as Mr.God has been put in his place and Jelbania is not limited by any RP destroying treaty I'll be back.

MessageOOC - And you will be very welcome back once you have finished attempting to fix Jelbania.

But, please, don't use the 'your party seems hardcoded to win' argument; I've heard it many times over many years in this game, it does not wash and, quite frankly, it is beneath us both.

In terms of the proposals quota, well two things - firstly, any party has 30 articles they can use over a six year term - that is plenty enough to boost visibility to high and above; secondly, you do actually have to propose some bills with articles in order to boost visibility - I can only recall you proposing one in the 11 years the Movement of Discontent existed. Ironically, you didn't even propose a bill suggesting an increase in the proposal quota.
