Bill: The Grand Reconstruction Act

Details

Submitted by[?]: K.R.A.N.G. Movement

Status[?]: passed

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: September 4529

Description[?]:

In recent years, Lodamun has changed greatly. A flowering of popular dissent, a paramilitary coup, and a complete restructuring of the legislature and executive have rendered the Lodamese political landscape almost unrecognizable. Where once there was a nearly-single-party Presidium, there is now a fair and democratic Chamber of Deputies. These early developments foreshadow more changes to come, to bring Lodamun back to its place among the most developed nations on Terra, though we do not all agree on what those changes should be. To go along with and extend these prior developments, we should implement symbolic and structural changes, to sweep away the 2,500-year-old ideological crust of oppressive Ultra-Orthodox Metzism and base Liberalism, and make room for new thoughts, new ideas, and new beliefs. It is time for spring to come to Lodamun after our long winter of discontent.

The Ecofeudalist-Antinatalist Peasant Party, Democratic Socialist Progress, the K.R.A.N.G. Movement, FPL, and the Hosian Democratic League have come together to carry out this symbolic spring cleaning, bringing a new state for the nation – the 1st Co-operative Federative Republic of Lodamun – and a new flag, representing with its bright colors Lodamun's bright new future. In the future, we hope, the Flowered Sun of Lodamun will be a beacon of light to all the nations of Terra, representing true free thought, ideological flowering, and self-determination for all peoples.

With these symbolic changes must come further structural changes, grander in scale than those clawed out of the former hegemony of the Lodamese Workers’ Assembly. These changes are detailed in the Articles below. Once the results of the 4528 elections are counted, we feel confident that the people of Lodamun will agree with our radical vision, even if they don't necessarily agree which vision is best. Squabbling can come later – the new cannot come in without the clearing-out of the old. For now, our purpose is united, and those parties which represent the old interests must make way for the new Lodamese future.

== Article I ==
The anthem of the old regime, Great Lodamun, has merit, but contains some problematic portions and lacks rhythmic and melodic integrity. It will be replaced with O Lodamun, laid out below.

== Article II ==
To break the calcified political hegemony of the previous capital, Port Golavia, the Co-operative Federative Republic will instead have its capital in the ancient city of Daro. Daro was once the capital of Lodamun, but it has not been for thousands of years. Thus, it will impart both old wisdom and fresh, unconstrained thinking on the new government. This city is currently called "Daro Lake", but it will be returned to its ancient name - just "Daro".

== Article III ==
The uninspiring flag of the old regime will be replaced with the Flowered Sun flag, with colors befitting Lodamun’s bright future.

== Article IV ==
In a strange oversight typical of the old Lodamese political system, the Head of Government was cumbersomely called “Chairman of the Presidium of the Chamber of Deputies”. This will be simplified to "Chairman of the Presidium".

== Article V ==
While it is admirable that such a blubbery animal as the Andalay Walrus manages to survive in such a warm climate, it is perhaps not the best symbol for Lodamun. Instead, the national animal will be the Elysian King Moray, a fearsome predatory flying fish that haunts the Lindar Delta in Golavia and hunts the many varieties of Birds-of-Paradise that live there.

== Article VI ==
The national motto is still resonant to this day with much of Lodamun, but under the previous regime it was not expressed in a manner befitting a national motto. It will be changed to display proper capitalization.

== Article VII ==
Lodamun’s particular variety of Football, while unique and worthy of protection, is not very popular at all within Lodamun in modern times and has almost no international reach. Therefore, we will select for our National Sport one that is more popular, while still being decidedly Lodamese: Andalayan Frungy.

== Article VIII ==
The electoral system will be reworked to give proportionally more representation to our less-populous Communal Districts. The advantages of this are twofold: first, it would prevent the larger Districts from overwhelming the smaller ones, emphasizing the “Co-operative” part of our new title, and second, it would encourage diversity of thought, as novel local solutions in the smaller regions would be magnified.

== Article IX ==
In order to give the People’s elected Deputies more time to implement their new visions for Lodamun, the length of legislative and executive terms will be increased from 2 years to 4. Under the previous regime, the term length was lowered due to a pressing need for constant renewal of the government’s democratic mandate in those troubled times, but now that stability has been restored, legislators must be allowed to take their time and craft Lodamun’s future precisely and effectively.

== Article X ==
The 2nd Great Democratic Republic of Lodamun is hereby abolished. In its place shall stand the 1st Co-operative Federative Republic of Lodamun, prepared to bring Lodamun and the whole of Terra into a new age.

== Article XI ==
Unless explicitly withdrawn, the new state will maintain all treaty obligations of its predecessor.

== Article XII ==
In order to maintain the world-standard stability of the Lodamun Dollar, the new state will take on all debts and assets of its predecessor, and all previously-issued Lodamun Dollars will remain valid legal tender.

Random fact: Parties have the ability to endorse another party's candidate for the Head of State election (if there is one). This adds a strategic element to the elections.
