Message | Senators, It appears that the governing party remains committed to the outdated principles of parliamentary democracy, which we have long abandoned. In Selucia the executive and the legislative constitute completely separate and distinct branches of government, and as such there is no requirement for the governing executive to correspond to the legislative majority; it is only the unfortunate custom that has prevented previous Rectors from having their cabinet appointments approved by the Senate when said appointments belonged exclusively to the Rector's party. We in fact believe it necessary to introduce an even stricter separation between the branches of government by requiring the Senate to approve all executive appointments proposed by the Rector unless there are grave concerns about the character or behavior of the appointed officers. Both the Rector and the Senate derive their power from and are accountable to the People, and as such neither institution is more democratic than the other. To subordinate the executive to the legislative in such a manner is to abolish the separation of powers and to return legislative tyranny to Selucia. The best guarantee of democracy is the fact that in our system ambition counteracts ambition. Each branch of government has the constitutional powers and the personal motives to resist the encroachment of the others. That is how we like it, and that is how we wish to keep it.
