Description[?]:

This is a set of budget rules to let congress fund public programs. This is the scenario in which congress can do this. In addition to this, though, we have given a course of action for the finance minister to nullify congressional budgets. Essentially, if a congressional budget has nothing to do with said programs, the finance minister may invoke nullification of it. But they may not do this if it directly funds a public program.

This passes with a simply majority.

1 With regards to the passage of public programs
1.1 On the passage (or elimination) of public programs that increase (or decrease) public spending priorities, it’s noted that budgets often do not change to reflect these programs. We are asserting necessary and proper for government to adjust budget priorities in response to legislative action regardless of political opinion.
1.2 We also recognize that there is congress has the ability to propose their own budgets. Congress has the authority to pass funding bills in concordance to program elimination and implementation, and we hereby recognize these budgets are binding.
1.3 Legislation passed without corresponding budget alterations may have funding bills proposed after the fact. For these funding bills to be binding, the congressman or congresswoman proposing the budget must indicate (either by referring to a link or the title of a bill) which bill they are creating the funding change in response to.

2 Executive responsibility
2.1 If congress proposes and passes a funding bill for a public program, these must be binding. Any attempt for the finance minister to delegitimize said budget acts is frowned upon and not taken seriously.
2.2 If said funding bill has nothing to do with any specific legislation or change to public program or policy, the finance minister may invoke this resolution to nullify said budget.
2.3 The finance minister has the right to propose and implement budgets WITHOUT legislative reference. We recognize the executive branch’s freedom to be flexible with budget priorities.
2.4 We recognize the executive branch’s role is to impliment the acts of congress.

3 Taxation Policy
3.1 The legislative branch has full legitimacy in passing income tax changes.
3.2 The finance minister must impliment legislatively passed taxation policy.
