Article 1)
To be tax-exempt under this piece of legislation, an organization must be organized and operated exclusively for exempt purposes set forth in this proposal, and none of its earnings may inure to any private shareholder or individual. In addition, it may not be an action organization, i.e., it may not attempt to influence legislation as a substantial part of its activities and it may not participate in any campaign activity for or against political candidates.

Article 2)
Organizations described in this bill are eligible to receive tax-deductible contributions.

Article 3)
The organization must not be organized or operated for the benefit of private interests, and no part of an organization's net earnings may inure to the benefit of any private shareholder or individual. If the organization engages in an excess benefit transaction with a person having substantial influence over the organization, an excise tax may be imposed on the person and any organization managers agreeing to the transaction.

Article 4)
This proposal also creates the Parliamentary Non-Profit Committee which will decide the tax exempt status of each religious institution. Said committee will consist of a single representative from each elected party.

This legislation exempts non-profit organizations from things such as corporate tax and revenue tax which the current law does not. It also makes donations to non-profit organizations tax deductible contributions.

MessageMr Speaker,

Even if we agree with the idea of the Federalist Party to exempts non-profit organizations from taxation and make donations to non-profit organizations tax deductible, the bill goes agains't our profound ideology that church should be taxed like any corporation are. The initiative of the Federalist Party is commendable but we can't, good conscience, vote yes on this bill.

MessageMr. Speaker,

We would like to ask the NPP, if a Church files for tax exemption status as a Not For Profit Organization why should the government prevent that? If they follow the law what does it matter if they are tax exempt?
