Message | His Grace fears that if this legislation is passed, local politics up and down the country in rural areas will be dominated by rowdy, moaning, feuding peasant farmers doing silly peasant farmer things like deliberately and maliciously blocking public highways with slow-moving processions of cows and sheep. This is a dreadful idea, and gives a lot of scope for special interests to exert undue influence on local councils, and for corruption to become rife.
