Whatever our private views about how people behave in public, we have to acknowledge that Aldegar is an enormously diverse country with different attitudes in different local areas. In some places, to expect people to refrain from having sex in public is just too much, and trying to enforce laws against it wastes too much police time. In other areas, people are very conservative and will be offended by couples kissing each other a little too passionately for a little too long. The best solution is to leave these issues to local governments, which better reflect local cultural preferences than the central government.
