All new Parties which form in Badara must form a faction of the Party of the Sultan (Hizb Al'Sultan)..

Some stipulations: The main activity of the Party of the Sultan is to carry out the Sultan's agenda in the Majliis. Therefore, legislative activity SHOULD make small reforms around the edges rather than seeking to radically alter the regime.

Any radical alterations of the regime SHOULD be accompanied by previous RP. That means, build up to it in the Forums.

This rule is in accord with 6.5 of the Rules and as such, will be enforced by moderation
