In order to finalize the modernization of the Kalistani Regular Forces, the Ministry of Defense makes the following proposals based on the recommendations made by Lieutenant General Philando Diegogarcia in 4517. After performing a second but smaller investigation into the state of the KRF, we have found that many of the same issues exist today after a second hasty privatization of the military industries. We believe that the original report fell on a deaf National Assembly, so we'd recommend that all Deputies read it over.

In the following four sections, we will be addressing each of the proposals of the 4517 document. We will list what has been done so far, what needs to be done in the future, and whether or not the problem had been solved entirely. In the fifth and last section, we list the proposals the Ministry of Defense has for the legislature to vote on.

Basing
1. Reopen the Naval Shipyards and the Logistics center. These installations are vital to the upkeep and maintenance, as well as modernization of the armed forces.

Develop at least three new joint training installations, two on the mainland and one in Ananto, two Army and one Naval, for joint training with both Militias and foreign military forces of allied and friendly nations. These installations can be administered and maintained by Party Militias, if the Defense Ministry wishes.

Kalistani Regular Force
1. The Regular Force needs to make significant investment in modern Armor and Helicopter weapon systems. Either we could begin development here with a generous Government contract to some private defense industry (though we were unable to identify any defense industries in Kalistan capable of producing a tank, let alone a modern one) or we need to cast about looking for modern tanks and helos. These two weapon systems are standards among the armies of even modest powers, and if this is put off for much longer, while other nations continue to develop their technology, we will soon by passed by even by second tier powers.

Thanks to the work of the Socialist Party of Kalistan and the National Defense Consortium, we have acquired modern military technology schematics from foreign governments, however it would be best if Kalistan and/or its private military companies developed their own weapons.

The Ministry of Defense released its weapons schematics and research and development documents to a carefully selected few military corporations in 4547.

Very few corporations in Kalistan have reached the capability to manufacture large weapons, however, so we will have to address this issue as well.

2. Work more with the Militias. This will take pressure off our force. The Militias perform a very valuable auxiliary role for the Regular Force. Each Militia possess capabilities which the Regular Force needs due to its limitations, both in terms of capability, but also in terms of its need to conduct irregular activities, but it being governed by international norms. Deeper coordination with the Parties and their militias is very important.

With the dissolution of the Socialist Party of Kalistan and with it the Revolutionary Socialist Militia of Kalistan, the Conservative Army of Kalistan is currently the only officially registered militia in the nation. Currently, the orders the CAK has been given include garrisoning key positions across the nation and providing medical assistance to the public.

3. The military has acquired a very high opinion of itself and maintains high morale. Create more opportunities for the Military to gain honor and demonstrate its new found pride by providing civil assistance in the Republic. This public relations activity on the part of the Military in the Republic will go very far in deepening the esprit de corps felt among the members of the Force.

The KRF has been dormant since the civil war.

Naval and Air Force
1. The Government needs to acquire a constant and reliable source of strategic materials and fuel. We will experience an acute crisis in logistics and fuel within a half decade and in materials for armaments and ammunition within a decade. These supplies are key to the maintenance and upkeep of our Navy.

This is still a major issue as the newly privatized petrol issue is still struggling to get on its feet.

2. We need new air technology. The quickest way to acquire them would be to purchase them from abroad. We will not have the time to develop our own in the event of an invasion, and our air will be generally useless if we are invaded with modern air, placing an even greater burden on the Regular Forces in other branches. We do not have the capability to build them even if we did develop them ourselves.

Kalistan acquired modern jet engine prototypes from Vanuku around 4531 and began working on and testing these engines around the same time. The J-12 jets, as they are called, ended their testing phase and entered production one year earlier than expected in 4537. However, we shouldn't end aircraft innovation here, but should instead continue to fund research.

This has been accomplished, though we still should continue funding research and help build up promising private armaments manufacturers until they are able to produce the requirements for the KRF and militias.

4549 Proposals for the Legislature

1) The Ministry of Defense of Kalistan shall lease, under government oversight, the following facilities to promising warship producers:
-1a) Kaliburg National Shipyards- Kaliburg, Ananto.
-1b) Bozo River National Shipyards Bozo River CATC, Bozoville Ananto.
-1c) Port Elga National Logistics Center- Sulari, Suldanor.

2) The Ministry of Defense of Kalistan shall fund the construction of two new joint army bases and one new joint operation navy base. These bases will be used by the KRF and party militias for joint training exercises. Here is the list of the three bases the Ministry of Defense intends to build:
-2a) Kaliburg Training Grounds - Kaliburg, Ananto
-2b) Razar Training Grounds - Razar, Poppistan, Vrassa
-2c) Port Eshar - Eshar, South Lower Neveras, Suldanor

3) The government of Kalistan shall take an active roll in the building of the recently privatized military, petrol, and mineral industries.
-3a) The government of Kalistan and its ministries are permitted and recommended to give subsidies to military, petrol, and mineral companies.
--3aI) The government may grant one-time subsidies to select companies in the military, petrol, or mineral sectors after a majority vote in the National Assembly. The funds will be deducted from the national surplus.
--3aII) Ministries of the Kalistani government may grant subsidies to select companies in the military, petrol, or mineral sectors with the approval of the minister. The funds will be deducted from the treasuries of the ministry granting the subsidies.
-3b) The government and ministries of Kalistan may take an active part in the improvement of technology in the military, petrol, and mineral sectors.
--3bI) The government or ministries of Kalistan may grant research subsidies to private companies after following the process found in article 3a.
--3bII) The ministries of Kalistan may conduct their own research into the areas important to their field of work.

4) The Kalistani Regular Forces shall begin making plans to conduct joint training exercises with the Kalistani party militias that have been officially registered and recodnized by the government.

5) The Kalistani Regular Forces shall begin a campaign of public assistance drawn up by the Ministry of Defense.

MessageWe're not including a nuclear program for a multitude of reasons.

1. First and most importantly, this bill wouldn't pass if it included the creation of a nuclear program.
2. It's illegal (Treaties).
3. We're not going to throw money away in a nuclear program when our military is deficient in numerous ways.
4. We don't currently or likely ever will need nuclear weapons.
