| Stating that we currently have witnessed immense budgetary issues in the Defence department and the recent deadly accident with one of our frigates, the Minister of Defence has come up with the following plan do downsize the military: The naval forces will be reduced to the Homeland Defence Fleet, which consists currently of 20 patrol vessels, 8 minehunters, 2 replenishment vessels, 1 diving tug, 10 harbour tugs, 2 highsea tugs and 5 corvettes. These vessels will be implemented in two groups, of which group one will be stationed in Newport Haven, group two will be stationed in the Andalay Maritime Rescue Center. The military reserves 1,120 personnel to man the ships and another 2,000 with quay functions. Another 1,200 reserve personnel will be enlisted. The airforce will be reduced to the 7th Fighterwing, having only 20 jet fighters at their disposition. A newly created 1st Reserve Wing will be home to the transportation planes. The Paratroopers will form a single Regiment within the LAF, with an effective figure of 3,500 personnel. The First Army is to be deleted. The Second Army will be reduced from 60,000 to 5,000 effectives. The Third Army will be deleted. The Fourth Army will be reduced to 3,000 effectives. Both 2nd and 4th Army will be able to call on about 10,000 reserves each. 150 reserves will be responsible for maintaining and guarding the facilities of the First Army, 120 for the facilities of the Second Army. All vessels and aircrafts with SAR potential will be transferred to the MIC and will fall under the authority of the Department of Internal Affairs. | Message | Mr. Speaker, in order to rebuild our Armed Forces, we have done a study. We have come up with the maximum figures for our armed forces. These would be around 650,000 effectives and about 450,000 reserve troops. In my opinion, these would be max figures that would only be met in times of severe crisis. Marc Loons Minister of Defence |

| Message | Mr. Speaker, at this stage about 60 vessels have been scrapped or are awaiting that faith. With Plan Loons shortly being started, we have estimated to be able to cut back our military expenses to half of its current level. We would like to advise the Minister of Internal Affairs and the Minister of Finance that part of this liberated budget should be invested in Internal Affairs, since we will have an important number of our troops loosing their jobs.
