Union Assembly's Regulatory Act

on the establishment of a Seleyan Bureau for Protection, Monitoring, Management of, and Operational Cooperation at the Extrenal Borders of the Member States of the Seleyan Union,

Union Assebmly of the Seleyan Union has adopted the following regulation:

Article 1.

A Seleyan Agency for the Seleyan Bureau for Protection, Monitoring, Management of, and Operational Cooperation at the Extrenal Borders of the Member States of the Seleyan Union (the Bureau), is hereby established with the aim of improving the management of the external borders of the Member States of the Seleyan Union.

Article 2.

Definitions:

'External Border of the Member States' - land and sea borders of the member States and their airports and seaports, to which the provisions of the Union's law on the crossing of external borders by persons and goods apply

Article 3.

Tasks:

The agency shall perform the following tasks:

a) coordinate operational cooperation between Member States in the field of management of external borders;
b) coordinate the process of monitoring and patroling of the Member States external borders;
c) assist Member States on training of national border guards, including the establishemtn of common trainig standards;
d) carry out risk analyses, inncluding the assessment of the capacity of Member States to face threats and pressures at the external borders;
f) assist Member States in situations requiring increased technical and operationsl assistance at the external borders (including situtions at sea);
g) set up Seleyan Border Protection Teams that are to be deployed during joint operations, pilot projects and rapid interventions;
h) deploy border guards from the Seleyan Border Protection Team to Member States in joint operations, pilot projects or in rapid interventions;
i) provide uninterrupted flow of information between border protection agencies of the Member States of the Seleyan Union through an information system developed for the Bureau;

Article 4.

The Bureau's main headquarters shall be located in Sangon, Tukarali; the Bureau shall have its official representation offices in cpital cities of all Member States of the Seleyan Union.

This Regulatory Act must be ratified by National Legislatures of a Member State in order for the Bureau to start functioning.
