An Act to provide government assistance for University students, meanwhile save the tax payer dollars considerably. Under this system, students will never have to pay upfront for university education. The Ministry of Eduction shall provide loans which are payable at a later date, relieving the pressure of immediate payment for all citizens. This however does provide savings, compared to full subsidised tuition, as the loans are repaid at a later date. This new system takes into account that tertiary educated students often have higher incomes in comparison to those without tertiary education, and on a balance of probabilities, are more than likely easily able to pay the loan. SECTION I : All Hutori citizens are eligible for higher education tuition loan (HELP Loan) SECTiON II: The Hutori Ministry of Education & Culture shall subsidise 75% of tuition cost for low income students II - A: A low income student is defined as one who's parents total combined income is equal to or less than 60,000 HLR per year or for individuals (living out of home) combined yearly income of 25,000 HLR per year II - B: The remainder 25% shall be placed under a HELP Loan II - C: The HELP Loan shall be paid once the individual is earning above 40,000 HLR per year. II - D: Once Criteria II - C has been met, the individual shall pay the HELP loan at a rate of 4% per year, until paid in full SECTION III: The Ministry of Education & Culture shall offer all other students not defined as low income students, a HELP loan, which can cover up to 100% of the course fees III - A: The HELP Loan shall be paid once the individual is earning above 40,000 HLR per year. III - B: Once Criteria III- A has been met, the individual shall pay the HELP loan at a rate of 4% per year, until paid in full SECTION IV: All HELP Loans are not subject to interest, but shall be recalculated annually in line with inflation. SECTION V: In the event an individual cannot make repayments on a loan, the individual shall contact the Ministry of Finance to renegotiate a payment plan, taking into consideration, personal circumstances. V - A: If a repayment plan cannot be renegotiated, and significant legitimate personal hardship can be identified, the Ministry of Finance reserves the right to waiver the loan debt. V - B: If Criteria V-A is not met, the Ministry of Finance may make automatic deductions from pay checks, to cover the debt. |

Current: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.

Message | Mr Speaker, This new education system, will finally provide a fair yet prudent higher education funding system for all Hutorians. Excessive spending under the current system has lead to increased taxes which must be paid by all. It is of my view, that higher education is an investment into the future. Studies have shown that those with tertiary education earn significantly more of the course of their career, in comparison to tertiary educated individuals. Like any investment, some personal initial cost must be attributed, but that cost should not fall squarely on the tax payer. This government will support individuals who choose to take on tertiary study, without paying upfront, this will relieve pressure on all citizens, who otherwise may not be able to afford higher education, while keeping spending in line with prudent financial management through loan payback.
