It was observed by the Metamorphosis Department that if this country is to become an Anarchist society it needs a more reasonable and fitting replacement for the law enforcement bodies.

It is proposed that this replacement should be The Committee of Public Safety (Kamu Güvenliği Komitesi, KGK, or the CPS). The Committee of Public Safety shall not be this replacement on it's own as it shall posses no national level organized power to protect the law, but it shall coordinate bodies of local volunteer people's militia on a national level.

Members and workers of this committee should be appointed by the Metamorphosis Department.
