In order to enhance the patriotic spirit into our citizens and first of all for our democratic principles, the Head of State with the agreement of the Council of Ministers is pleased to propose the following reforms. The Government, in fact, is aimed to glorify the democratic and istalian culture, symbols and landmarks of the country and to promote furthermore this spirit founding librariesm, artistic and cultura institutions and artists ready to work with the Government to persue these goals. |

Current: The government never subsidises or commissions art.
Proposed: The government subsidises artistic institutions and some artists on a case by case basis.

Old value:: This matter is left up to the local governments.
Current: The state encourages and funds private efforts towards the protection of cultural and historical heritage.
Proposed: The state actively protects scenery, localities, cultural, and historical sites; it maintains an agency to preserve them untouched if public interest so requires.

Old value:: There are no regulations regarding the desecration or use of the national flag.
Current: The national flag may not be desecrated or dishonoured.

Old value:: Funding and operation of libraries is left entirely to local governments.
Current: Books may only be obtained through private dealers.
