| 1. The right of every person to access the Internet is hereby established in order to exercise and enjoy their rights to freedom of expression, opinion and other fundamental human rights that make up democracy, so that the republics and the Confederation of the villages of the center of Keris, have the responsibility of guaranteeing that the access to Internet is widely available, not being able to unjustifiably restrict the access of a person to Internet. 2. In order to expand access, the Internet connection company, Kizaki ISP is created. It will guarantee the expansion of the telephony, internet and TV network to 95% of the territory of the confederation by means of terrestrial connection and 100% by satellites. 3. The ministry of transport will be responsible for the initial capital of the company and its resources in the short term. |
