With the introduction of the Royal Charter we would ask that this House pass this Bill formally before new Elections can occur, so that the powers of the Incoming President of the Commonwealth can be formalized into law.

MessageMr. Speaker,

In overall, this new chart seems to be aceptable. The only problem I would see in it is the acticle 3 of the section 1. We would prefer clear guidelines that can clearly say in which situation the monarch can disband the Parliament. But, this is not a key issue and it can be modified later. We will vote in favor.

The question of the Armed Forces is answered literally in the first article of the first section; the Monarch is Commander in Chief of the Armed Forces and subsequently serves as the highest ranking member of the military in theory. In practice the Minister of Defence will continue to serve as the civilian oversight of the Armed Forces while the CDS is the highest ranking military officer.

In regards to the justice system and police, absolutely nothing is left inside of the Republican Constitution as it exists. Why that would be put into the Constitution is beyond me. The Minister of Justice is the highest law enforcement officer in Hutori under both the old Commonwealth system and the current Republican one, though of course all power is derived in the Constitutional Sense from the Monarchy, though numerous powers are invested in the President and in their Cabinets.

There are three different levels of Police, Municipal, Provincial and Federal. These are covered under various laws already.

Random fact: Moderation will not accept Cultural Protocol updates which introduce, on a significant scale, cultures which are likely to be insufficiently accessible to players. In particular, for all significant cultures in Particracy, it should be easy for players to access and use online resources to assist with language translation and the generation of character names. Moderation reserves the right to amend Cultural Protocols which are deemed to have introduced significant cultures that are not sufficiently accessible and which are not being actively role-played with.
