The Great Kurultai of the Jelbek chieftains declares its intention to form a new national government based upon the following basic laws: Section 1: Executive Article 1 The executive branch of the Khaganate shall be led by a Khagan. He shall hail from among the heirs male of the Suadjakai royal clan. Article 2 The Khagan shall command the nation's armies, direct its foreign policy and supervise the general performance of all government departments. This shall be conducted through a Council of Mnistrs which shall be jointly responsible to him and the Kurultai (lower house of the legislature) Article 3 The national government's authority shall be limited to national affairs. Similarly, the Khanate, municipal, clan levels of government shall be empowered to conduct all local affairs. Section 2: Judiciary Article 1 The highest appellate court for national disputes shall be the Judicial Committee. It shall be composed of 7 members of the Kurultai with seven years experience of legal practice. Article 2 The Khagan shall appoint all national-level judges. Section 3: Legislature Article 1 The legislature shall be composed of two houses, the lower house being the Kurultai and the upper house the Jezbltmojad (Great Council) Article 2 The Kurultai shall be popularly elected while the Great Council shall consist of the following * All princes of the Suadjakai royal clan * 7 members nominated by the Ahmadi clergy * 3 members nominated by the Hosian clergy * the Khans of each Khanate * the Bek of each recognised clan * 25 members nominated by the Khan Article 3 Each legislative house shall organise its own internal procedures, independently Article 4 The Great Council shall possess a suspensive veto delaying the passage of bills by no more than eight months. It shall also have the authority to block any legislation affecting customary law and the rights of the Khanate. Article 5 The Khagan can dissolve the Kurultai following upon an absolute majority vote requesting dissolution. OOC: This is an RP law passed with a two thirds majority, the same is required to repeal it. |
