Mr. Speaker, As Iztapalata's new town and High Speed Rail station is completed, the city's potential for development can be unleashed in full. The CNCU proposes to move the capital from the highly developed and overcrowded city of Eroncourt to the more central Iztapalata so as to create a midlands powerhouse, as well as an economic belt that stretches from the coast in Greater Valois to Eroncourt, linking up Lourenne's economic, political and global hubs. To further the aims of this act, the government will invest in building Iztapalata through new administration centers, and surrounding commercial, residential areas and amenities. The Metropolitan Council of Iztapalata will also be created, in the similar fashion of the Greater Valois to boost policy innovation and local governance in the nation's new capital. ---------------------------------------------------- ARTICLE II This Act establishes the Région Métropolitaine de Iztapalata | Greater Valois Metropolitan Authority (RMI).The RMI will usurp all current administrative functions of the governments of Iztapalata. The RMI is also granted further functions through national legislation devolving further duties to municipal or regional governments, including but not limited to CNCU-38 and CNCU-39 (Local Authorities Act). The RMI will be governed by an executive branch and a council which holds budgetary power and oversight over the policies and administration of the city. The Mayor of Iztapalata (Maire) will be elected popularly by all citizens under the same arrangements as existing municipal elections as does the Metropolitan Council of Iztapalata | Conseil Métropolitain de Iztapalata (CMI). The Council will be made up of ONE elected representatives from each city district, as well as TEN members elected by proportional representation across the entire Metropolitan Region. |
