Collegues, with this bill we want propose to reform our Healthcare Service in the form of an Universal Single-Payer System with services contracted to private actor. We are sure that this reform, first of all, will grant to our citizens a veritable right to choice: they will be the one to chose their assurances, they will be the one to chose their doctors, they will be the one to chose the structures where to heal them, ecc... Furthermore, this will be an enormous stymulus for our economy, particularly for the insurance and healthcare sector, which will know, we are sure, a veritable renaissance. To redige this proposal, we inspired us by the last large healthcare reform undertaken in Istalia, the one of 4489 with, however, the necessary adjustments. The reform is aimed to contract to the private sector the distribution and delivery of medical services and health services while the National Healthcare Service will oversee the Healthcare Affairs in Istalia and will monitor compliance with the rules and regulations so that quality, safety and ethics are always ensured for our citizens. The system will be based on mondatory insurances which cost, for every citizens, will be covered by the State. Healthcare will be covered by two statutory forms of insurance: - General Healthcare Insurance, often called ‘basic insurance’, covers common medical care. - Long Term Healthcare or LTH covers long-term nursing and care. While Istalian residents will be automatically insured by the government for LTH, everyone has to take out their own basic healthcare insurance, except those under 18 who are automatically covered under their parents' premium. If you will not take out insurance, you will risk a fine. Insurers will have to offer a universal package for everyone over the age of 18 years, regardless of age or state of health – it’s illegal to refuse an application or impose special conditions for basic insurances. In contrast to many other The proposed system's government will be responsible for the accessibility of the healthcare system in the country, but not in charge of its management. A key feature of this system will be that premiums may not be related to health status or age. Risk variances between private health insurance companies due to the different risks presented by individual policy holders are compensated through risk equalization and a common risk pool. Employees and employers will have to bargain collective or individual health care insurances. Funding for such insurances will be 50% from employers, 45% from the insured person and 5% by the government (LTH). The Government will assure fiscal detraction to the citizens and companies to cover the expenditures. Every resident will have the right of first aid everywhere and no medical structure will can oppose this. For the indigent and poor who cannot afford the basic insurance, the Government will provide an healthcare allowance to cover the purchaise of basic insurace assuring thus the insurance company the necessary coverture. Furthermore, we would like propose also to establish the universal and compulsory organ donation: collegues, to someone death, the organs have no utility; instead, many could benefit from new organs and the needers/receivers waiting lists are always so long. With such a system, we are sure that many will be able to find more easily the organs they needs and to receive it in much faster times. |
