| Mr Speaker, collegues, the President of the National Assembly is elected among its members and thus, otherwise agreed, usually he belongs to the majority controlling the Assembly. But our nation is a democracy and into the National Assembly all of us we are representatives of the nation, all of us, representatives of all the nation, indipendently from which party we belongs. For this reason, although the Speaker continue to have the sole power or authority whether to appoint any Deputy President of the National Assembly and has the power to dismiss him at any time, it is proposed to establish as per parliamentary gentle convention that the Vice-President of the National Assembly will be appointed by the President of the National Assembly among the Assembly's members belonging to the opposition after consultation with its leader, or leaders. | Message | So, doesn't PNI approve the convention and does it prefer that the Speaker appoint whatever he want? It is right? Does the PNI prefer to have a system which graants total control of Institution to the majority? If yes, we will have to debate also internally our party if proceed in this sense. | Message | It is right that the vicepresisent of the parliament came from the opposition. But the final decision must depend from the President of the Nationla assembky. This proposal must be not mandatory. Add the moditificaitons made by partito nationalista below the text of the bill. Like "but the president has teh power to decide alone" or somehting like that. |
