ARTICLE 1: THE EXECUTIVE Section 1a: Hereby establishes the position of Governor (Gouverneur) as the executive figure within a certain state’s State Government (Gouverneur d'état) that shall be in charge of performing a state’s executive duties as long as they do not interfere with the operations and jurisdiction of the national government. The governoro Section 1b: Hereby establishes the position of Deputy Government (Sous-gouverneur) to assist the governor perform their duties. The case that the position of governor is rendered vacant, the Deputy Governor shall succeed the governor and become interim governor (Gouverneur intérimaire) until the next General Election. Section 2: Hereby grants the governor the power to nominate members to the State Cabinet (Cabinet d'état) with the approval of at least one half of the state legislature. The composition of the cabinet shall be defined by the State Government with the consent of the governor and the state legislature. ARTICLE 2: THE LEGISLATURE Section 1: Hereby establishes the General Assembly (Assemblée générale) to handle all state legislative matters such as, but not limited to, establishing committees to oversee introduction of legislation, create laws limited to that state, confirm or deny governor nominees, including judges and cabinet members. Section 2: The General Assembly shall be elected using a proportional representation system. ARTICLE 3: THE JUDICIARY Section 1: Hereby establishes a system of district, circuit and appellate courts whose members shall be appointed by the governor, should a vacancy occur, by the governor and confirmed or denied by the General Assembly. The head of the judiciary shall be the appropriate and relevant cabinet minister. Section 2: Any case not able to resolved by any of the state courts, the case shall be referred to the highest national court for a final resolution. ARTICLE 4: STATE CAPITALS Section 1: Hereby establishes a Metropolitan Region (Région métropolitaine) in each state capital in the country that shall have the same function and duties as current Metropolitan Regions in Lourenne. Section 2: Hereby establishes the following as the state capitals of Lourenne: OUTANNAIS: Mont Morency LUÇANDE: St. Madeline LOUIVES: Thiers JÔVIANT: Eroncourt CAROLLEUX: La Valois Section 3: Hereby changes the name of the Région métropolitaine d'Izatpalata to the Capital District (Quartier de la capitale). All functions of the RMI will remain the same. |

Message | Mr. Speaker, Metropolitan governments are currently treated on the same level as regional governments, serving the same functions as the nation's major cities. While La Valois is the nation's most populous and economically prosperous city, Eroncourt is the traditional culture and international capital. Iztapalata is the capital of the nation, and a strategically special metropolitan area to form the urban belt from the coast to the inland. While the UpL supports devolution, we cannot agree to a bill that would further expand metropolitan areas without further strategic planning. Maxime Rodier |
