| Mr Speaker and Representatives of the Nation, His Majesty the Emperor committed himself in the last months in preparing the following reorganization of the Istalian Orders and Honors. Now it is His Majesty's desire to submit his proposal to the National Assembly/ The Orders and Honors of the Istalian Empire are: - Most Noble Order of the Crown of Eagles (Dynastic Chivalry Order of the Istalian Imperial House awarded as personal recognition and gift by the Emperor to a person who has rendered special service to the Imperial House of Istalia. The highest rank of the Order will be automatically recognized to all adult members of the Imperial Family and may also be granted as a courtesy decoration for foreign heads of state and government. It is organized in four ranks: Knight, Knight Commander, Knight Grand Cross and Knight Grand Cross with Collar). - Order of the Istalian Star (Highest order of merit awarded in recognition of eminent services in high military positions, to those who have distinguished themselves in senior positions in the civil service and to those who, as private citizens, have brought distinction upon Istalia as exemplary benefactors of the nation or of mankind). - Order of the Istalian Solidarity (Awarded in recognition of merits of a very exceptional nature for society achieved in the field of voluntary and welfare activities, philanthropic activities, scientific and technological research, commercial enterprises, charitable actions and job offers to Istalians). - Order of the Martial Cross of Istalia (Awarded for distinguished wartime conduct of individual personnel or units of the armed forces that have proven expertise, sense of responsibility and valour. The lowest of its five degrees may also be awarded for peacetime actions). - Order of the Fatherland and of Freedom (Awarded to nationals or foreigners who have distinguished themselves for their love of freedom and their devotion to the cause of human rights and social justice, particularly in the defense of democratic ideals). - Order of Alsemet the Great (Awarded in recognition of significant contributions to science, literature, the arts, industry, trade, scholarship and research, the liberal arts, the professions, public service and other worthy fields of endeavour, which bring honour and greatness to Istalia and benefits to humanity). - Order of the She-Wolf of Istalia (Awarded to expatriates and foregners who have distingueshed themself for the preservation and promotion of national prestige abroad, promoting friendly relations and co-operation with other countries and ties with Istalia). Apart the Most Noble Order of the Crown of Eagles, all the other orther are organized in six degrees of increasing distinction: Knight, Officer, Commander, Grand Officer, Knight Grand Cross and Knight Grand Cross with Collar. Military Decoration to Valour of the Istalian Empire: - Cross of Military Valour - bronze, silver and gold (conferred to exalt acts of military heroism, signaling their authors as worthy of public honor and at the same time arousing the spirit of emulation in the members of the military forces). - Medal of Military Valour for the Army, Navy, Air Force and Gendarmerie - bronze, silver and gold (awarded to reward acts of courage carried out in non-warfare military activities carried out by the specific Armed Force, aimed at saving lives, preventing accidents or mitigate the consequences, as well as companies and studies aimed at the development and progress of the specific Armed Forces or individual actions characterized by a high level of expertise, from which luster and decorum are derived to the specific Armed Force). Civil Decoration to Valour of the Istalian Empire: - Medal of Civil Valor - bronze, silver and gold (to reward acts of exceptional courage that demonstrate a clear civic virtue and to signal the authors as worthy of public honor). Military Decoration to Merit of the Istalian Empire: - Cross of Military Merit (Granted to those who have carried out military conduct in the carrying out of military operations, both land and sea or air, that makes them worthy of public commendation). - Medal of Military Merit for the Army, Navy, Air Force and Gendarmerie (Awarded for rewarding the acts of courage carried out in non-warfare military activities carried out by the specific Armed Forces, aimed at saving lives, preventing accidents or mitigating the consequences, as well as companies and studies aimed at the development and progress of the specific Armed Force or individual actions characterized by a high degree of expertise, from which luster and decorum are derived to the specific Armed Forces). Civil Decoration to Merit of the Istalian Empire: - Ruby Star of the Working Merit (Awarded to workers of both sexes for having particularly distinguished themselves for singular merits of expertise, hard work and good moral conduct; have improved the efficiency of tools, machines and processing methods with inventions or innovations in the technical and production field; have contributed in an original way to the improvement of safety measures at work; to have done their utmost to educate and prepare the new generations in their professional activity; to the worker abroad who has given such proof of patriotism, industriousness and integrity as to be reported as an example to his fellow countrymen). - Ruby Star of Working Merit to Memory (Awarded to honor the memory of Istalian workers, even residents abroad, died or missing due to exceptional events determined by particular risks related to the work on which such events took place occurred). - Medal of Civil Merit - bronze, silver and gold (Awarded to reward people, organizations and bodies that have worked hard, with an exceptional sense of self-denial, to alleviate the suffering of others or, in any case, to help those in need). |
