Old value:: The government maintains a system of universities, vocational schools, and colleges nationwide.
Current: The government leaves the development and funding of all higher education institutions up to local governments.
Proposed: The government does not maintain any forms of higher education.
Article 2
Proposal[?] to change Higher education tuition policy.
Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
Proposed: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.

Message | Higher Education should not be a burden on the theftation victims! either pay for it or get a sponsor, if higher education becomes non subsidised the corporations will be encouraged to sponsor more graduates to maintain a high level of recruit training. (As long as you do not remove all of their profits!) |

Message | Actually they would be very interested, uneducated labour is rarely any good if your industry is technology based, or heavily R&D dependent, pharmaceuticals, or higher management, and as for uneducated accountants despite the best efforts of our Finance Minister to proof this thesis it as yet remains highly doubtful. |
