The United States Constitution states that our country is a “Federal Parliamentary Constitutional Republic”, meaning, more significant autonomous powers are given to our states and local governments. The policy regarding the regulations on hunting and fishing must not be centralized but must rather be given to state and local governments for them to handle its supervision. They are more knowledgeable about what proper and appropriate regulations shall be implemented in their localities, thus, efficiency and effectiveness of their regulations are assured. Still, the national government through the Ministry of Environment and Tourism shall play a part. While federal and local governments supervise the implementation of their own regulations for hunting and fishing, they shall be required to submit reports about the status of the matter to the MET. |
