Article I: "Eigið heimili", or "Our own homes" initiative is to coordinating the creation of provincial and local planning boards to organize and plan additions to villages, small towns, and small cities in "Húsnæði nýlendur", or "Housing colonies" which the local planning board deems to be an appropriate number and architectural style. Article II: Using government to support private homeownership through affordable mortgages and rates, financing, tax abatements, and other incentives to prioritize the renovation and occupancy of existing buildings and/or new construction of quality housing (i.e. single-family, duplex/semi-detached, condos, townhouses, multi-family, etc). Article III: "Right to Buy" Initiative - If a tenant of a flat, apartment, townhome, or condo has been the primary living residence of a tenant for no less than five years, such tenants may qualify, Article IV: "First Right of Refusal": Such properties purchased cannot be placed on the open market should the new owner decide to sell less than two years after purchase. Such owners must approach their previous landlord - either local council, housing association, or private landlord - and offer them "first right of refusal" which they may purchase back at market value or they may refuse. If the previous landlord is no longer in existence, for example in cases where the former landlord has ceased business, then the property must first be offered to the local housing authority for "first right of refusal". |
