This proposal is intended to provide constitutional regulation of the election process of the Speaker as well as his office
-The governing party (or government parties) can nominate a candidate for the election of the Speaker , the candidate must be elected
- A majority approval is required
-If the candidate of the ruling party does not get the requisite majority, then the largest oppostition party (in fact all opposition parties but it is convetionel to leave it to the strongest party) is allowed to nominate a candidate, this candidate also needs a majority of the votes
-If no new speaker is selected then the previous speaker remains
-It is not conventional to nominate a candidate if there is no change of government

-The Speaker of the Parliament must be neutral and must withdraw his party membership
