| Upon passage of this bill, after each election the largest party in each Bundesland/deelstaat will be entitled to appoint a Gouverneur/gouverneur for that specific Bundesland/deelstaat. A governor doesn't need to be member of Bundestag, but will be entitled to attend the Bundestag and will be allowed to speak. The tasks and rights of these governors will be regulated in a bill. |
