| Whereas: The Free Republic of Jelbania presently has no measures to protect the rights of its citizens with regard to the purchase of energy. Whereas: Said protection through regulation may be necessary in some regions and not others. Also: Some regions may wish to control the provision of energy to their residents. Therefore, the responsibility for the regulation of local energy providers should be left to regional authorities. Henceforth, should this Bill pass into Law, the aforesaid shall be the case. |

| Message | The DLP realises that while recent legislation deregulated the energy market, it is very much an issue for the regional authorities, and government need only step in in case of energy deficits. Therefore we propose this bill to the Parliament of Jelbania for the devolution of energy related issues. |

| Message | I would rather not regulate them at all. If there are "energy deficits," private business will jump on the opportunity to make more money. People need something and are willing to pay for it, so opprtunity arrises. That is how capitalism works. |

| Message | I am not suggesting this will lead to civil war, but it will not unite the country. And it is a little wierd how you want the whole country to be different, but then bring in foreign missionaries to "support cultural awareness, collectivism and the sharing of ideas and beliefs on an international scale." Wierd indeed. |

| Message | We do not understand that statement. We believe in retaining power at a national level where necessary, but devolving where it is not. This ensures greater democracy. We also believe in promoting international issues and ensuring Jelbania is not an isolationist nation. We cannot see how this is 'weird'. |

| Message | Also, you realize that sections of the country regulating or mistreating energy will not attract any private companies? You also realize that the US tried government energy in the 30s? It was meant to give jobs to people. And it did. For a while, until building projects were finished. Sure, it provided cheap electricity, but job loss was even worse because the government energy drove out competitive private business. Government industry does not work. |

| Message | This bill has been in debate for six months. It will now be put up to vote. Conservative party: A completely free market economy will result in the poor getting poorer whilst the rich get richer. This is self evident. The DLP is for regulation and proper provision where necessary to ensure fairness and equality for all the citizens of Jelbania. However this comment is mainly in reference to your other bill. |
