A copy of the Articles of Impeachment presented against Norwalk State Judge Sheila Hardy has been delivered to this Committee by the Speaker of the House of Representatives. The facts and actions that motivate these articles are stated in the Articles of Impeachment Bill.

As the Ethics Committee, it is our duty to determine whether Judge Hardy's actions were unethical or not, regarding the office she holds. We must not value the legal aspect of it, that is the duty of the Judiciary Committee.

From this moment, the Ethics Committee's Impeachment Inquiry is officially open.

As the Committee Chair, I've already requested the Norwalk District Attorney's Office to provide all the documents and records regarding the criminal case that was brought up against Judge Hardy, and I've subpoenaed the whistleblower, the staffer who was instructed to mail the letters, whose names will be disclosed during the hearings, and Judge Hardy herself. Hearings will be scheduled and all Committee members will be informed about the date they will be held.

MessageAfter assessing the documents provided by the Norwalk State DA's Office, the Committee has reached the following conclusions:

1. Judge Hardy violated one of her office's governing principles: impartiality.
2. Judge Hardy did, in fact, abuse her authority by asking Mrs. Fannie Todd to mail Mr. Dallas Rodriguez the threatening and menacing letters.
3. Judge Hardy did not fulfill her Constitutional duties.

There is no copy of the letters mailed to Mr. Rodriguez, but an excerpt was provided:

"Stop talking **** about Hardy. It would be a great shame if anything happened to you, your husband or your kids. You don't know who you're messing with (...) If you ruin her career, I'll destroy your entire life (...) You better quit your job, treacherous ************ (...)"

1. Mrs. Todd testified to Judge Hardy's abusive behavior, claiming she bullies some of her staffers based on race and gender reaching a point where she even requested to have a separate bathroom for the "colored and homosexuals".
2. Mrs. Todd claims to have been afraid of the retaliation Judge Hardy could've taken against her if she denied mailing the letters.
3. Mrs. Todd claims the letters were personally written by Judge Hardy and given to her.

MessageAfter evaluating Judge Hardy's case files, the Committee has discovered a great bias in the Judge's rulings, including some that were reversed in latter appeals. Judge Hardy's bias constitutes great rejection against Egelian-Likatonian, Native Likatonian, Talmorian, Sekowan, non-Hosian and homosexual individuals.

It was found that Judge Hardy was four times more likely to rule in favor of Luthori-Likatonian, Canrillaise-Likatonian, and Darnussian-Likatonian than any other ethnicity. Only ruling in favor of minority groups in 62 out of 248 cases. It was also discovered that Judge Hardy ruled in favor of homosexual individuals or individuals that shared divergent religious beliefs in 17 out of 248 cases. 165 out of 248 rulings were reversed in latter appeals. In cases where individuals presented a concurrence of the situations described above, she only ruled in favor of those individuals 2 times out of the 13 cases she received during the five-year period records provided. One of these cases was a murder conviction where the defendant was acquitted in an appeal.

7. Judge Hardy claims she has never ruled in favor of or against anyone based on anything other than physical evidence.
8. Judge Hardy claims the Norwalk State District Court has awarded her the Most Honorable Judge award three years in a row and maintains this proves to her becoming and ethical conduct.
9. Judge Hardy claims the Impeachment Inquiry started against her has destroyed her reputation and her personal life, claiming people have alienated from her.
