MessageThis bill was drafted by members of the Judiciary Committee in the hopes of ensuring our justice system better addresses the societal and cultural changes our nation has endured over the past fifteen years.

One by one, the Committee has decided to articulate the motifs behind each article of this bill so the legislature has a better sense of where the reforms are coming from.

Article 1: Given that the nature of criminal justice is to prevent the commission of crimes, restituting victims for the damage done in the form of conviction and rehabilitating convicted individuals for reinsertion in society, the death penalty constitutes a violation to the nature of criminal justice because we are taking away a convicted individual's right to be rehabilitated and reinserted in society. We believe the death penalty is still an effective mean of damage restitution, but it must be limited to the most heinous crimes.

Article 2: Even though illegal immigration is still a problem, we must recognize that illegal immigrants come into this country in the search for better lives. We cannot prohibit these people from seeking better opportunities, but we must, instead, work to provide ways for integration so they can achieve their dreams while protecting our citizens and our people.

Article 3: When the death penalty is applied, we must protect the secrecy and decorum of those to be executed. Their integrity, privacy, and dignity must be respect, especially during those final moments. The publicity of executions violates such rights and is, therefore, unconstitutional.

Considering all of this, the Committee presents the bill.
