In the case that a government has a vacancy that is not filled within 12 months, the vacant position in the cabinet is considered to be filled by the Shadow Cabinet Replacement.

A party whose never is filling a vacancy in such a manner is NOT considered part of the government, but instead a technocratic safe.

MessageThat won't work I think because there can be 3 shadow cabinets and 3 parties claiming to replace the vacant ministerial post. Also, we'd never want to fill a post with an HLC minister, even if we talk about a technocratic government (I'm trying to understand).

btu my point was that this would not officaly include the HLC in a gov, but instead give it technocratic jurisdication:

say that now the UAG left the Gov, so the MoD is emplty. Te HLC MoD assumes the acting role as that Minitner until the vaccancie is filled.....

MessageOOC: that is just daft .. mirrored on the UK, the Shadow Cabinet have nothing to do with the government, other than wanting to replace it outright. This proposal is silly, a vacancy is vacant and an NPC junior minister fills the role until a new cabinet is voted on. That NPC is controlled by the remaining cabinet parties collectively.
