Whereas the current national range of quality standards for drinking water is too rigid to meet the unique needs of populations within each individual province,

And whereas allowing regional voters to determine the policies governing their own water supplies will enhance the efficiency of water usage within the five respective provinces of Dolgaria,

And whereas said regional determination will promote better care of local water supplies with regard to long-range planning of the drinking water infrastructure as well as its flexible usage during times of short-term emergencies,

Therefore, the Senate of Dolgaria does hereby devolve responsibility for the regulation of the quality of drinking water to local authorities.

MessageWe oppose. Regulations on quality set by the Government has nothing to do with water usage. Giving Local governments the ability to control these quality standards will not make the usage any more efficient. It will however complexify the management of global water ressources, since we will have to cope with different standards for each Province.

As far as quality is concerned, the needs of our citizens are not local, they are global. Therefore, and unique set of standards is the only logical solution to regulate water. Local authorities already have the powers to regulate water usage as they are pleased.

MessageDevolving the ability to control water quality standards to local governments will result in more efficient water usage because the power to determine those standards will be in the hands of those closest to the water sources and the water infrastructures utilized within our respective provinces. Local control of water quality standards will eliminate the need for the national government to manage water resources, freeing the federal bureaucracy to concentrate on issues more pertinent to the welfare and security of the Dolgarian Empire.

All needs, including the need to drink clean, safe water, are local because that is where the people of Dolgaria live, work, and play every day. Who is in a better position to determine the standards for local water cleanliness and consumption during normal circumstances and during times of crisis - the local Dolgarian citizen who draws the water from his kitchen faucet, or an Imperial Senator who fills his bath in a hotel in Darina?

MessageLocal ? It's unreasonnable to deregulate water quality. We can't accept that each regions maintain different standards of quality in its drinking water. Why citizens from Lirath should be entilted to a better water than citizens from Hodari just because some legislator in Hodari decided they don't need the same quality as other places ?

MessageDevolution to local authorities of responsibility for the regulation of the quality of drinking water ensures the people who daily drink the water supply in Lirath and daily use the water infrastructure in Lirath are the very citizens who determine their own local water standards and means of usage. The same is true for the citizens of the other four provinces of Dolgaria. The people of Lirath are entitled to set quality of water standards and usage for themselves, as are the citizens of Hodari, Kirzon Valley, Quagotu, and Karson, rather than rely on the prerogatives of a distant national government. Surely the citizens of Dolgaria know what is best for their own communities and are capable of acting in their own best interests, especially regarding that most vital necessity of life: water.
